Ed Moldavsky
Deputy Chief Counsel, Public Advocates Office
Ed Moldavsky serves as the Deputy Chief Counsel of the Public Advocates Office. Ed has been with the California Public Utilities Commission (CPUC) since 2006, beginning his tenure in the CPUC's Legal Division. Over the years, he has represented the Public Advocates Office and the Safety and Enforcement Division in a wide range of matters, including wildfire litigation and gas safety. His experience also includes advising the Energy Division, representing the CPUC in federal and state appellate courts, and serving as an Acting Assistant General Counsel for the Rehearing Section. Most recently, he served as an Advisor to Commissioner Houck, contributing strategic guidance on regulatory and legal matters.
In addition to his legal work, Ed has shared his expertise as an Adjunct Professor at UC Law SF, teaching client counseling and negotiation classes.
Ed holds a Bachelor of Arts degree from UCLA and a Juris Doctor degree from UC Law SF.
