  • Darwin serves as Chief Counsel for the Public Advocates Office. In this role, he oversees and coordinates the legal work of the office, assists with policy development and implementation, and provides strategic legal counsel on a wide range of issues.

  • Darwin started at the California Public Utilities Commission (CPUC) in the Division of Ratepayer Advocates, the predecessor to the Public Advocates Office. Over the course of his tenure, he has worked on nearly every issue within the CPUC’s jurisdiction. He has served in several positions including Advisor to a CPUC President, Assistant Chief Administrative Law Judge, and Acting Chief Administrative Law Judge.

  • Prior to joining the CPUC, Darwin practiced law in both the corporate and nonprofit sectors and taught at Stanford Law School. He earned his Bachelor of Science, Master of Public Policy, and Juris Doctorate degrees from the University of California at Berkeley.
